WTB good starter main for girlfriend (about 7b budget) t3 cruiser ideal

The character SHOULD have little wastage, but SHOULD still have a decent number of skill points (nothing under 10m)
The character SHOULD have positive security status and SHOULD be located in high-sec space (such as jita)

No time wasters please I like to take care of my women :)

Female characters without silly names appreciated but not a must.

Ideally it would be nice to see her in a proteus or a loki with a decent skill set.

INDY chars considered providing they have some degree of capability in wormholes (ability to fly remote repair logis or t3 cruisers)
