What is Illegal in Empire Space?

There are items that are available for purchase on the eve marketplace. Some of these items are illegal to use in empire space, for example Bomb Launcher I is illegal to use in empire space.

Is there a list of the illegal items in game?
If no, is there a reason that CCP does not clearly identify illegal items in game other than "they are genetically inferior"?

There's a misunderstanding here.
A bomb launcher isn't illegal, but you can't launch bombs in high-sec (not sure for low). You also can't activate an interdictor's warp bubble in empire space, but the goods remain legal to buy, sell and equip. Capital ships aren't illegal, but they're can't jump through high-sec gates and you cannot light a cyno in high-sec.
Some actions are banned from high-sec due to the security level and it's tied to the lore.

Illegal goods are usually boosters (drugs) and some trade goods, again based on the lore sometimes, like slaves outside Amarr space.

Bomb launchers aren't "illegal" in hisec so much as "you just can't use them here" -- same as a cynosural field. It's more banned because the items (bombs, or capital ships) are "too powerful" for hisec. Note, bomb launchers (and bubbles, and some other goodies) are nullsec-only, and cannot be used anywhere within empire space (i.e. hisec and lowsec).

"Illegal" items are noted as such, and generally are limited to boosters (e.g. X-Instinct and Mindflood) or trash trade goods (e.g. Slaves)

There are items that's use is restricted in highsec (bomb launchers, interdiction sphere launchers, mobile warp disruptor bubbles, unscripted HIC bubbles <-- All of which are restricted in lowsec too). Restricted means you can't activate the module, even if you try to...

There are items that are illegal in highsec... Most types of drugs, some tags, some commodities (slaves are illegal in minnie space), etc..... These you can bring and carry though highsec all you want, but if you get scanned by an NPC custom's officer your ship will be held ransom while the NPC's confiscate the illegal substances. (Note: Rumor has it that NPC scanning and confiscation will be removed sometime in the future). When you are caught with these goods, you will also be fined (sometimes quite severely), and you will have your faction standings, and sometimes security status, lowered.

The different faction also have different ideas on what counts as illegal

Slaves are fine in Amarr space
Not so much in gallente space

Normally if an item has legality restrictions, they will be listed on the [Legality] tab when you 'show info' on the item.

So you can always see where that item isn't liked.

Not usable in high-sec (and/or low-sec) isn't the same as being illegal.
