What is the difference between AFK docking and AFK cloaking?

CCP please think about the problem of people sitting AFK in stations. It is really annoying that I am in a system full of enemies and they are all just docked and AFK and so I can't kill them. I think we should introduce something like a docking fuel or timer. If the timer runs out, then those docked people should be auto-ejected into space.

Now let us put irony a side: With current cloaking mechanics (especially because of local and current binary mechanics of cloaking), AFK cloaking is fine as it is. Please, don't touch it.

I just wanted to point out what the whole cloaking discussion would mean if it would be transferred to station docking.
