I am looking for a pilot to buy who:
* Has leadership skills for armour
* Has Battecruiser to level 4 minimum
* Don't care about race or gender
* Must have positive sec status
* Can't have bounties

Ideally he/she would be able to fly a command ship.

Please feel free to post any for sale notices here :)

Note: Increased budget to 7.5 billion

I could stretch to 7.5 billion only I am afraid, unless you were willing to come down to that?

Bump to top. I would accept a starter character he/she had the core skills already.
