TLDR - Click HERE at 1800 Sat!

Now that the CSM Summer Meeting Minutes have been published, it's time for our next community Town Hall meeting. This is an opportunity for the community to hear from the CSM directly. With summer over and CCP heading into release planning for the winter expansion, the CSM will be looking to do these Town Hall meetings with more frequency, each one with an overall ‘theme’. This meeting will, of course, focus primarily on the recently released Summit minutes. Obviously there is a lot of ground to cover but we will try to do the best we can.

Once again, in order to ensure there is minimal technical problems and to prevent people from having to install / configure a third party client, we will be holding the Town Hall meeting live on EVE Radio.

BTW, if you are looking for a shorter version of the minutes, feel free to check this out:

CSM 7 Spring Summit Review - Part II

Important Information

EVE Radio has set up a dedicated stream for this and all future meetings. All you have to do is go here:

EVE Radio CSM Town Hall

For this first meeting, we will be starting out by answering questions submitted in this and the other thread posted in Jita Park. If you are shy, please eve mail your questions to both Two step and Hans Jagerblitzen.

Please try to keep your questions clear and concise. If you are asking about a specific section or quote from the Summit Minutes, please reference it so both we and the other listeners can follow along and understand.

If we run out of questions we will also be monitoring the in game ‘EVE Radio’ channel and be following Twitter at #csmtownhall.

The official running time of the meeting will be two hours but a few of us may hang out longer than that to sing songs or tell stories about devs getting lost at 0300 in the morning.

Please tune in and enjoy!

UPDATE - CCP Xhagen and CCP Manifest will also be present to represent CCP if anyone has questions for them about the minutes or their interactions with the CSM.

Why do gate guns need a change in low sec? Does CCP Greyscale not see the far wider implications of this change, if put through?

Why not give low sec it's own niche within Eve with a boost, rather than a nerf. The following post is a great example of what could be done. (with a proviso of still allowing sec status to -10 with pod kills)

Syler Puuntai wrote:
The idea is similar to one i had awhile ago. Instead of nerfing highsec to get people to live in lowsec, lowsec just needs to be changed all together to make it unique so that people will want to live there.

My idea was to turn lowsec into the ghetto, filled with drugs(boosters) and organized crime. Instead of having empire factions control the space have either pirate factions or drug cartels. Screw having ore in lowsec(could still have grav sites) just boost gas cloud spawn rate or have static gas clouds instead. Also remove GCC, and sec loss after -4.9 in lowsec. Theres more but you get the idea.

Any plans to give highsec violence a buff, or a nerf to highsec mining?

It has become very obvious that CCP devs do not play/live across the spectrum of EVE. What is the CSM going to do to inject real play testing into the CCP design cycle? Sisi is blatantly not the answer since CCP has proven to hold a "damn the torpedoes" attitude toward abandoning hardened code at that point.

any plans to ban NPC corps or are you just gonna keep on wondering why after massive highsec wardec expansions like Inferno and the upcoming Crimewatch iteration never seem to resultin meaningful conflict emerging in highsec?

also since it's been 3 years since nullsec received an expansion (and that last one was awful), is it safe to conclude that current and previous CSM councils are either uninterested or unable to push forward nullsec iterations?

Whether it's sitting on a gate with multiple AoE doomsday titans, the supercap buff, parking a carrier fleet safely on a wormhole exit secure that the enemy can't push enough ships through to put you in any risk, or this latest brain gem where the coalition with the biggest group of supercaps can destroy stations with impunity, has there ever been a single idea Seleene has championed that hasn't resulted in a huge buff for high-SP 'elite' alliances?

From the CSM minutes "(Editor’s note on this particular matter: Inflation numbers have dropped very rapidly in June and we are now in a period of deflation)."
Since CCP Diagoras no longer tweets stats & there's a lack of a current QEN I find myself scratching my head asking:
What is this deflation? Just mineral prices? What are the current bounty/blue loot/Incursion faucets post Escalation/Inferno by my estimates total monthly bounties+mission payouts have increased +20%, WH's blue loot +2%, and Incursion payouts -70% am I close?
Sink wise has the new datcore NPC sell order/ LP sink item signifcantly increased the ISK sink?
Also with the new FW lp Tier system has the lp ISK sink signiicantly changed? Are we still seeing the approximately 6 trillion ISK a month sunk from last February?
Also has the new wardeck system increased the ISK sink or decreased it?
An' then Chicken@little.com, he come scramblin outta the Terminal room screaming "The system's crashing! The system's crashing!" -Uncle RAMus, 'Tales for Cyberpsychotic Children'

Are you serious Seleene? I can tune into a radio program to hear people whine and complain for 2 hours?

I never felt like a king before, for flying in hi-sec, till I read this thread. Who knew sticking around in a place since I am low SP and like to avoid dicks, would make me an overpowered mofo, that forces everyone to whine, so they feel equal.

when CCP Soundwave talks about buffing turrets in lowsec to 'make it more inviting' under the belief that making space less securable for use makes it safer for inhabitants, is that the result of a congenital defect or merely improper use of prescription medication?

Will there be made a podcast/recording available for those of use who can't tune in on the live stream due to timezone or RL stuff?

This is where I put my signature, right?

Yes, EVE Radio records everything (even stuff you say to your corpmates on TS), and will have a recording posted pretty quickly after the summit for people to listen to.

I have some questions I would like answered:

1. Why has there been such a radical change on the CSM's part when it comes to super-cap rebalancing?

wrote:
[Greene Lee] raised the issue of remote reps on super carriers as one factor making super-cap combat "not fun. You have 50 super carriers, and you can do nothing."
Elise Randolph: "You bring titans and you volley through them. It doesn’t matter how many reps you have if you have titans."
Greene Lee: "You need how many titans?"
Seleene/Elise: "16, 16-17 to go through an Aeon. Not a lot."

The above quote is in fact a fundamental demonstration of the problem that supers are and does not inspire confidence.

2. How can any CSM member represent us when they seem to be suffering such a high level of disconnect from the financial realities of a large number of EvE players?
Seleene wrote:
everyone is so filthy rich that losses really don’t matter.

Currently things are like a bunch of fat people fighting over who gets to eat first at the ‘all you can eat’ buffet, no one will starve, it is just the question of who is first in the line.

You obviously move in far more rarefied and more lucrative circles than myself and 98% of the players I interact with.

3. Technatium, it is a problem why aren't you pushing for a quicker and more hard hitting solution? Why does there appear to have been a loss of interest in this problem?

.. Good Questions

In addition to what Samillian asked, I would also like to add why supercapital production as well as risk has not addressed at all this time around.

Supercapital Production is WAY out of wack for the power of these ships and their proliferation lock out the ability for smaller, non-supercapital ship possessing alliances to cut out a part of space for themselves. Remember, originally these ships were supposed to be rare, like one or two per alliance total. Not one for every member.

Since the proliferation is already beyond the ability of normal game mechanics to seriously cut back both production and current inventory, what is the CSM going to do about eliminating the problem of the "Not a lot" Blindness, as mentioned below:

Quote:

[Greene Lee] raised the issue of remote reps on super carriers as one factor making super-cap combat "not fun. You have 50 super carriers, and you can do nothing."
Elise Randolph: "You bring titans and you volley through them. It doesn’t matter how many reps you have if you have titans."
Greene Lee: "You need how many titans?"
Seleene/Elise: "16, 16-17 to go through an Aeon. Not a lot."

Apart from the revamp on the horizon for Crimewatch and the tentative plan to buff sentry guns, are there any plans to address the needs of lowsec as a whole?

Is the plan for lowsec to simply dump tons of development time into FacWar and call it a day?

Why has there been next to no discussion (from what we, the players, can see) about the future of lowsec apart from the ongoing work on FacWar?

And a softball - how do you like everyone being able to see exactly what each of the CSM members did or did not say in the latest minutes format?

new question - why does the wormhole guy have a better grasp on 0.0 issues then the nullsec advocate chairman?

Q: Can the CSM please comment, explain or support the following as regards "everyone" in EVE:

Seleene says "...everyone is so filthy rich that losses really don’t matter." (page 47)
Elise Randolph can take a 100 billion ISK fleet and "at the drop of a hat just throw it around." (page 112)
Seleene adds: "Currently things are like a bunch of fat people fighting over who gets to eat first at the ‘all you can eat’ buffet, no one will starve, it is just the question of who is first in the line." (page 48)

Q: Can the CSM pleaase comment, explain or support the position, based on the above statements, that this CSM does not represent or support the small to mid sized independant players, corps and Alliances who are not "filthy rich"?

As the vast majority of EVE players are in Empire, not in nullsec, it is my belief that this CSM is not "representative" of a majority of EVE players. I do not feel this CSM represent me or my corp nor many of our friends and aquaintences in EVE.

There has been, IMHO, a complete about face of the CSM's postions on many topics of concern in EVE from the last CSM...
