I think Concord has done enough, let's turn some of the work over to the players.

I propose the formation of system specific Trade and Travel Bureaus for low sec systems. Joining these corporations would give players ship and pilot bonuses while operating within the system. The corporation would not charge taxes. Instead the corporation would get a percentage of each market transaction within the system.

This would give players a reason to go into low sec. It would also give players a reason to promote trade in low sec. Currently the only drivers in this game are to deny trade.

Concord would still exist in these systems in their current role but would be more like the calvary with the players responsible for active policing of gates, mining areas, etc.

Roles within these premade corps would include Mayor, Sherrif, Head of Merchant Affairs, Finance Minister, etc. and would be voted on in a routine election cycle.

I have a feeling this idea lends itself perfectly to the "wild west" mentality of EVE.

i feel like this might have teh same effect as putting stations in WH space. It would make a part of space tame that was specifically designed to be cut throat and lawless.

a slight tweak to this idea. When people join the militia they also take upon the responsibility of upholding that factions laws. that is the point of a militia in RL anyways. Well dont give them any special buffs or anything stupid like that but when somebody does a concordable offense or a pirate enters the system that that player is currently in then that player will get a notification that allows them to warp directly to the site of said offense.

This player only gets this ability when he is in space that his militia controls and he gets LP just like in FW.

What role does CONCORD play in low sec systems? They don't respond to aggression and don't avenge the defeated.

So you're proposing making this "militia" or more aptly named "gank-squad" more powerful than eveyone else whilst in their system. Hmm... This is less likely to promote people going there and more likely to make people avoid a system which they know is populated by a system buffed "gank-squad" just dying to dish out some "lawful judgement" on any who trespass on their turf.

CCP didn't dictate where the trade hubs were. They evolved along with the game. If low sec police was something that any of the playerbase thought was a valid idea it would have come to pass already.

Giving anyone who signs up to be a policeman an unfair advantage over others you're going to end up with crooked cops. That is the nature of EvE players. They'll bastardise any system in the game for their own ends. They are rather unlikely to use the system as intended, to uphold some sort of laws.

That said, it is a good concept idea. I don't think it'll fit with the sandbox side of eve as giving people policing powers is too likely to be abused.
