Floaty ships and secure container aggression rules

Attacking it is illegal and causes concord but stealing one or the other doesn't constitute aggression.
The logical conclusion I see to this is one of three things: -
a - That you shouldn't be able to steal sec containers or empty ships (lol)
b - That attacking them does not constitute aggression (as current aggression rules suggest they are yours anyway).
c - That stealing a ship or secure container constitutes aggression. (this seems the best fit solution).

If brute force isn't working, you're just not using enough.

Please Note: Any advice given comes with the caveat that nothing will be suitable for every situation.
