Decloak targeting delay - visible indicator

This is very much a "thousand papercuts" sort of thing.

When you are in a recon ship, covops, or cloaky t3, there is a brief delay between when you decloak and when you can target something (stealth bombers and blackops specifically have no delay as part of their role bonuses).

At current, the only way to know how long you have left until you can target something is to mash the target button or control-click and read the helpful pop-up informing you that it is too soon after decloaking, please wait X seconds.

I'd really love some kind of UI indicator, even the standard little timer bar or something in the EWAR indicator icons, that tells me how long until I can target something after I decloak. This would reduce me spamming target, which is annoying and unnecessary load, and better allows me to run modules hot when I decloak to engage something. Alternative visual representations include a cycle animation of the cloaking device (though this seems less intuitive than treating it like an EWAR effect).

Yeah it's a pretty niche thing, but I live and fight in my cloakies and it would be very nice to have.

Supported. They're making a big push with CrimeWatch to clearly indicate timers and such...adding a decloak-to-target timer just makes sense.

This works with the current 'status effects timers' thing they're doing with the UI. Notable improvement to the game, simple execution.

I don't normally fit a cloaking device, but when I do, I like to know what's going on just as much as I am taking that privilege away from other people.

There are a few timers I'd like to be able to see: sensor recalibration timer, bomb/interdiction sphere launcher reactivation delay, cloak reactivation delay, aggression jump/dock delay, cloak timer after jumping, jetcan delay timer... there are probably more that I haven't thought of, but all of these would be great to have some visual indication on screen similar to the session change timer.
