As Above,

Any Race, Preference given to toons able to fly a Charon or Obelisk but find me a toon able to fly one or more freighters and a racial blockade runner (including covops cloak) and you've pretty much hit the mark. Zero or positive sec status only.

Budget: Anything sensible.

I might be a little more then what you are looking for, but I have freighter 5 (Obi), Transport 5 and well on the way to JF.

As well as flying these things, I can build them. 19M SP in building and transport with no combat SP to speak of. Pretty focused if you are looking for that kind of character.
