For frigs - rifter
For cruisers - rupture
For BC - cane
For BS - Tempest

If the type of PvP is in a gang the best ship is what the FC decide

For noob PvP, Minmatar. Not because of the ships so much as the racial weapon system, Autocannons especially are very easy to use and remove a lot of the either/or stress from building your frigates.

As for T2, just initially train it for whatever race you're trained in, switching to another race later is just a matter of grabbing racial frig V for a second race and unlocking T2 small guns, which is just a matter of a week or two.
