I've been looking for an answer for you but sadly cannot find one EULA, TOS, Google Fu et such...
My guess would be CCP hf. as that is the company.

Unless someone here gives you the answer I would suggest to petition it under billing and maybe with a bit of luck you get a speedy reply.
