Highsec, Wars, POCOs and Moon Mining, oh my!

Unless otherwise staded, all parts of this Topic refer to highsec.

Let me just start by stating what this isnt: If youre looking for an 'I live in highsec and want to make as much money as someone in nullsec via moon mining' thread, go elsewhere - This discussion is mainly centered around highsec wars.

Heres the way I see it: What REASON is there to fight a war?
-To grief someone
-Take Revenge for [Reason]
-Easy Kills
-Ransom them to stop the War

I see something Missing here:
-Profit. Ransoms are a One-Time thing, and are easily avoided by not undocking.

Wheres the Incentive to Undock and fight for what belongs to you? Have a PoS? Take it down, cancel all the jobs. No Problem, minor annoyance. Someone takes your moon? Big Deal, the next one is just as good.
Not enough Risk in a game that claims harshness and 'Youre never Safe' as a major selling point.

I propose the following additions:
1: SEVERELY Limited Moon Mining. Ability to make at MOST 15-25% of the ISK that a comparable Nullsec Moon Mining Op would. Why? To Increase the Value of Moons.
2: Player Owned Customs Offices. More incentive to undock and fight to defend your belongings. More on this Later.
3: After the offending party has terminated the war, during the war cooldown, the defending party has the option to extend the war by up to 2 weeks. (See Below)
4: For 24 hours after a PoS was destroyed, only the corporations involved in the war may set up a PoS at that moon. Defending parties are allowed to extend the war to attempt to destroy any PoS the agressors erect in place of a destroyed PoS.
5: An In-Game way to Easily locate A Corporation's In-Space Assets. Level 5 Locatior Agents Maybe? Displays all members and Infrastructure of target corporation and their location. Could be a Nice ISK Sink.

Now you may be asking 'Why is this a good idea?'
I'll tell you why:
1: Sandbox: Why does CONCORD get all the COs?
2: Increased value of moons and POCOs+Limited Supply -> Combat for Controll over that limited supply. We all know that Combat = good for EVE.
3: Just to reiterate the above (VERY IMPORTAINT) Point: Incentive to Undock!

How would this affect eve?
-Increased Demand for POCO Gantries -> Better FW and CONCORD LP Exchange Rates.
-Increased need for POCO Assembly Components (Mining, PI goods)
-Once Again: More Undocking, More Explosions
-Increased need for Mercenaries as those incompetent at defending their PoS are overwhelmed by those competent at taking other peoples things
---A New type of High Sec Mercenary: The Real Estate Agent. They Wardec people with Valuable Moons (Near Trade Hubs, contain Valuable Minerals, etc) and POCOs (Well Developed Planets, etc) and take them. They Then sell said Moon to others for ISK.
-Did I say More Explosions?

1. POS towers in highsec are incredibly tedious to kill, people already avoid shooting at them just because of how it takes six hours and thirty people. Because of this there is very little risk in highsec POS operations and adding moon mining to the list of ways you can make money with a highsec POS would just add to the problem.
2. There aren't many reasons not to allow POCOs in highsec, I personally think it's a good idea because they'll help to generate points of conflict, and CCP Soundwave has said before that CCP were already looking to allow POCOs in highsec.
3. With the way the war system currently works this isn't really necessary, seeing as you can declare war against anyone without having to vote on it.

Think you are also missing the point of the new system watering down the war system.

On one hand, a corp has its members all drop corp at the first sniff of a dec. Nothing has really changed on the matter since the expansion. On the other hand you join the fight against the aggressors and they all drop corp because they bite off more than they can chew...

I just feel the war system is incomplete - it even lacks the 'can fight' in the wars, the kill reports seem half finished to what they were going to do..

Guess we will have to see what the last bag of tricks they are going to give us in the 'post - expansion'
