I assume this means that missiles can expect a damage increase to make up for it?

Doubt it... When I was checking out the new TD vs missile effects on SISI there wasn't any change to missile damage itself.

Tracking Disruptor change was moved to future.

We also wanted to update the Tracking Disruptors to affect missiles too, but the version we implemented was too limited (it only worked if you were flying certain ships and/or the enemy was using certain missiles). We haven’t found a good universal solution yet, so we’ll have to wait on this one.

The tracking disruptor change itself is 'making up' for target painters having no counter.
