Basically take this not active in game module

-Set its prereqs to Cloaking V
-up its grid requirements so that link t3s cant be tanky and fit that at the same time, i.e. balanace so that no ship can be pwnmobile fit and use it.
-Not as extreme bonus as 0.01 but something sexy

1. Gives reason to train Cloaking V
2. Interesting new module to waste isk on
3. Some new mechanics possible with ships ^^

not sure exactly... it requires cloaking skill, however the name would suggest it lowers your sig radius?

a local sig radius reducing module would be cool (not relying on ganglinks). but I don't think that would be well received seeing as ganglinks have their niche.

That said, OP does have a point, there really isn't much reason to get cloaking to V except for unless you've already gotten everything else.

Learn 2 scan, or wormhole or do something besides run level 4 missions. The module is a signature radius supressor which has its use in making yourself hard to probe down.

Using a fuckton of slots sure.

Simple module that gimps the fit via grid requirements would be more streamline.
