WTB T3 Pilot Gallente/Caldari High Scanning Skills 10B budget

As the title says, I'm looking for a WELL skilled T3 pilot, either Gallente or Caldari with the skills to fit/fly these birds well. The pilot also needs to have high scanning skills, the higher the better, along with the minor exploration related skills, i.e. Arch/Hacking/Salvaging. Budget of around 10B but can go higher for the right toon. Pilot must be able to fly through ALL empire space so no terrible standings with any of the main factions or super low security status.

Really only looking for the ability to fly either a Proteus or Tengu really well along with scanning skills. Thanks for your time and I hope to see many a fine toon!
