Nerfing local intel in high/low/null

Had some ideas for making local less of a '100% accurate intel tool'.. Let me know your thoughts:

supposition: 'local' was intended to be a reflection of the 'port authority' .. enabling traffic controller at gates and stations to advise via navbeacon broadcast what pod pilots / immortals are present in a system.

proposed changes:

- vessels entering a system via cynosaural field should not appear in local, as they do not pass by traffic control, until they dock/undock or jump a gate
- vessels entering local via a wormhole should not appear in local until they dock/undock or jump a gate, as they did not pass by traffic control
- dust 514 players in system should appear in local.

this would serously undermine local from being the silly intel tool it is now, as 'who is in system' would have a degree of uncertainty to it.

So what if someone logs in in system?

At a guess, the local listing could have no way of knowing this, so it would either expire after a time period, or persist until downtime

I'd say if they log in in a station then they appear in local, if they log in space and were known before, they show, if they were unknown they won't

there's a hundred 'what if' scenarios that sprout out of this suggestion, like any other, of course :)

actually, i think putting dust players in local may even be enough..

Local isn't 100% accurate, all you have...is a name / corp and exit / enter system status. You don't know what they are flying, you don't know if they are AFK, and you certainly don't know what they are doing. So...its working as intended...its a chat channel with icons that indicate a presense of someone entering the room and you have to "ban" them back to the med clone.

Hmm, could be interesting using this mechanic to cyno in black ops fleets. Get a cyno 5 spy into an enemy alliance, blops a fleet into a deep safe.... Lolz shall be had.

If you lived in low/null you would know it is not working as intended.

Actually, it's working exactly as intended. I think a better question would be, is there a better way for it to work?

Giving all the tactical advantage to those who travel by cyno and jump bridge is a bad idea. Either turn off local, or leave it as is.
