The issue at hand seems to be that the PLEX you intend to use as a payment for the character transfer, are not in the redeeming system on your account. To add PLEX to the redeeming system, right click on the PLEX and choose "reverse redeem" and the PLEX will be added to the redeeming system. This should enable you to use the PLEX as a payment option for the character transfer.
