So far I have a know these things:

1. Damage Control will work for Capital Remote Armor Repairers - reduction of capacitor use.

2. Exile Booster Drugs work.

3. ZET20, ZET200, ZET2000 will work on reducing capacitor costs on Capital RR.

4. Gentry ZEX implants on EFT does not exist in EVE, it is in database but never implemented.

5. Rapid Repair will not work for Capital Repair modules.

What I don't know:

1. Whether ZET4000 works on Capital Local Reps.

2. If Damage Control works on Capital Local Reps.

3. If ZET1000, Numon Family Heirloom, Imperial Navy Modified Implant work on Capital Modules.

I would be grateful if someone can answer these questions, I have searched and the only answers I found were posted back in 2006.

Command ship bonuses and a well skilled leadership toon will do you wonders. however this is all a mute point unless you plan to go in to triage.

Mute point. See also: link.

That said, command bonuses aren't just useful for triage. You'll find them useful on anything that uses active tanking, whether that's local or remote. Pantheon carriers benefit from gang links quite significantly.

Neither of you have really answered the parts of what I don't know, but I appreciate your help.

Damage control does not have a direct effect on your reps, it has an effect on your resists. As such, it 'works'.
Implants with a 'passive' effect have their effect on (super)caps; implants with an 'active' effect don't. Example: shield amount and recharge will work, shield boost amount won't, armor and hull amount will, rep amount / speed won't.
Gentries, as you said, only exist in the database and EFT, not on TQ.

From context it is obvious that he means the Seige Warfare - Damage Control Link
