No he's not. If CCP does what he wants then any time somebody doesn't like what happens in-game they can claim they are suicidal and get what they want. It would be a disaster.

As I said earlier, it does not matter if someone claimed they are suicidal.

What matters is that a player has seen it fit to try and encourage others to try to push that person in to commiting suicide. Whether or not the person is suicidal is beyond the point.
