Bounty Hunters needs the thrill of the chase
The Hunted need to have the fear of god the second they un-dock.
Victims need closure

(Note: 'Locator Agent' is a filler for now, CCP can add new npc or add fuctionality to current locator agents.)

---Victim with (+) Standing with NPC-Faction, can place a 'Skill-Point' Bounty on a player with (-) Standing with same said NPC-Faction.
---'Locator Agents', for a fee, can provide you with the Faction Standings of any player.
---Players wishing to claim the bounty cannot have (-) Standing with said NPC-Faction.
---The Hunted, can ONLY be freely agressed if he/she is killed within the NPC-Faciton space where the bounty is placed (no concord / faction police intervention). The Hunter can engage anywhere else in High Sec / Low Sec and still claim the reward, but Concord/Faction police will Intervene. Null is null.
--- Victim extracts (at station by npc, Skill Injectors CANNOT be used for this purpose) his/her OWN 'Skill-Points' upon making the Bounty, these points will be matched at a 1:1 ratio (ratio can vary on the difference between standings or even SP difference between victim and Hunted) so that when the Hunted is killed, the Hunted will lose that many 'Skill-Points'.
--- Victim will also put down an amount of Kredits (preferably dictated by the Skill-Point market value) so that when the Hunted is killed, the Hunter will receive a reward (not to mention the loot, if any). Hunters will NOT RECEIVE ANY Skill Points AS REWARD!!!
---Hunted need ONLY lose or eject from his ship to have the bounty claimed by the Hunter. (Skill Point loss will still occur).

---Needless to say, Alpha Clone starter skills cannot be used to create a bounty.
---Alpha Clone lose 2x the Skill-Points (i'd say more but not for me to decide on multiple) so that their use as a ganking tool deminish fast. If your account has lapsed into Alpha state, Sucks To Be You!.
---Bio-massed 'Hunted' will have the 'Skill-point' bounty returned to the victim, but not the Kredits.
---Bounties "Should NOT Stack", you can place multiple bounties on the Hunted, but you can only claim one at a time (in order they were placed). This will keep the hunted from loosing ALL his Skill Points from 1 death alone.
--- 'Skill-Points' bounty cap?. Personally i say let the game flow, no cap on how much SP a victim wants to put down, only their SP/Kredit wallet can say.

--- NO NOTIFICATION of bounty will be sent to the Hunted. If you want to find out if a bounty is currently on your head, go ask a 'Locator Agent' near you, for a fee (Kredits).
--- NO SPECIAL OVERVIEW BLINKY BULLSHIT for The Hunter, want to find out who has a bounty? go ask a 'locator agent' of the NPC-Faction to find out, for a fee. 'Locator Agent' will provide names of current players (write them down, mark them, take pictures.. what ever it takes) with bounties for their faction. 'Locator Agent' will then remember the Hunter name and the list of 'bounties' they were shown, and when a bounty on the players list is claimed (by any one) the 'Locator Agent' will mail those who have this 'bounty' on their list.
---Once a bounty is claimed, the Hunters need to be sure NOT to shoot this individual UNLESS they have a bounty put on them again, doing so will get CONCORD angry.

Explain to me how it's a good idea for someone to shoot me in hisec with no CONCORD and make me lose skillpoints. Explain why we should screw over alpha clones even harder. Explain why this works in the lore. Explain how the skillpoint loss occurs. Explain what combination of recreational chemicals prompted this idea.

Seems more like this thread should be in the F&I subforum. That said, interesting take on the system. Not sure yet if it's any good though. Seems very convoluted.

If you're gonna offer a change to the bounty hunting system you need to be careful about two things if you want to be taken seriously:

1) The hunted shouldn't be able to get the reward by losing a cheap ship to his alt or by colluding with someone else.
2) An Eve trillionaire shouldn't be able to completely **** someone's life in Eve making the game unplayable by placing infinite bounties on that person.

This proposal suffers from error number 2. You can stop discussing it now. Future proposals should be vary of the above conditions.

General comprehension is your friend. You do offer a means for trillionaires to **** up someone's life by placing infinite bounties. If you think "awarding 1 bounty at once" or bringing NPC standings/spaces into the picture solves this issue you don't know how Eve works. When someone constantly has bounties on him sooner or later he will be stripped from all her SP, and stop logging in, if the reward is worthy for the hunter. And you want the reward to be worthy.

I advise you to get a broader grip on Eve mechanics and ecosystem before coming up with anymore suggestions to bounty hunting. There is a reason why the system is untouched since forever.

Standing ≠ Good/Bad. Ganked some neutral Boosts in a war 2 years back and some of my Newbros actually went negative standing. Were we bing 'bad guys'? IMO we were actually being outstanding citizens merely acting in self defence. Eve is never so Black and White as standing = good/bad Blink

No, I'd rather playing the bounty hunter in a balanced, well thought system. Unfortunately yours is not.

NPC standings is the worst thing you can tie a bounty system into. Say at some point in my career I did FW. I will have bad standings for the opposing faction. Then I make a nullsec trillionaire lord mad on social media, reddit or forums. He buys a toon with right standings, keeps purchasing LP and places infinite bounties on me. What does my FW career even have to do with this nullsec lord? Nothing. What did this nullsec lord do to benefitr this NPC faction? Nothing. But you just give him means to **** me.

Everyone has that one NPC corp for which they have negative standings. There are a lot of ways you can get - standings for an NPC faction. Why am I a "bad citizen" because I did FW? Why am I a bad citizen because I decline some missions from an NPC corp. I didn't gank anyone? I didn't pirate? Also, there are shitloads of "bad citizens" with +10 security status and all positive NPC standings in this game. NPC standings mean nothing to show who's the bad guy or pirate. They are mostly PvE means to access missions and LP store and earn ISK.

Meanwhile, the real 'victims' often will not have the chance to place bounties, as their gankers will most likely not have negative standings for NPC factions which they have positive standings. So you not only have given nullsec lords means to **** someone's life, but also didn't solve any of their issues as well.

You sound like a perfect hisec carebear mission runner with zero knowledge over anything else in this game. You died to someone and want to place a meaningful bounty on the ganker. But you need stop your arrogance and heed people's advice. Try to research and learn this game's mechanics fully before making suggestions. Thanks.
