Does the mwd increase the signature radius all the time ir only when active?

It also only increases your mass when active. The extra mass on the show info tab doesn't apply when its fitted, just if you turn it on in space.

People talk about how eve is better than WoW. I still get one shotted undocking in a frigate if there's a WT thrasher outside. It looks eerily similar to getting one shotted in WoW battlegrounds by a x9 level player when you're x1-4 levels.

The mass increase combined with the speed boost makes some ships extremely effective for certain shenanigans that annoy the unwary.

Remember that, even if you pulse your MWD (turn it on then off) the sig radius bloom will continue until the MWD finishes its cycle. In situations where the increased sig radius is going to be an embarrassment (eg. if you are being bombed) it's not enough to turn the MWD off before you get hit - you need to make sure that the cycle has finished.

If you look at the traits of various ships, you will see that some (like interceptors) have a mitigation for the sig radius bloom which gets better as you train for that role.

For completeness I would like to add that there is a booster
which lowers your signature radius ...
... and that sigtanking is a huge thing overlooked by most.
