To prevent (excessive) abuse, the system should probably require that you have to have a minimum bounty on your head to be shot at. Also, I'd reverse the security status requirements. Thirdly, I'd make it so that you have to join a "CONCORD-like" organization, much like factional warfare, so that you can fire upon anyone with negative security status, which would also come with some kind of negative connotation. This would be a solid step towards making everything player owned, which I believe is CCPs stated aim? I think I heard that last point somewhere along the grapevine.

I agree. I'd hate to be cursed for life with a mentality like the OP. I'd go through life sucking and being mediocre.
