Adding Environmental faucets and Sinks

Benefits:
-->Able to take a negative effect and shoot it up to 5 years into another system (enemy)
-->New Isk sink
-->Causes the effectiveness of a system to degrade the more it is used giving players a choice to either:
-->-->disperse to other locations,
-->-->spend isk to transfer the negative effects to another unused or enemy system, or
-->-->or take the time to harvest the salvage (garbage) that is accumulating.
-->This adds to the salvage profession.

Explanation:
Faucets and sinks are not only for money but for resources and waste.
Faucets are the easy to collect resources (ie. fresh water, oil) in eve they are Rats, Asteroid Belts,
Sinks are the places we put (garbage) the unsalvaged wrecks, mining waste, personnel waste produce by POS and Out posts, Burnt fuel, ammo casings, the small bits of debris that were not recoverable from the salvage attempt. Currently like garbage dumps in the 1950s, garbage was never an issue.
Now is the time to make eve green and have fun with it.

The Effect:
The effective solar system security index will increase or decrease depending on the activities partaken in the solar systems
-->Activities that will increase the effective security rating will be:
-->-->Mining,
-->-->Ratting,
-->-->Refining,
-->-->Planetary Interaction
-->-->PVP combat (Ships destroyed), and
-->-->Receiving garbage from some one else

-->Activities that will decrease the effective security rating will be:
-->-->Time:
-->-->Salvaging Wrecks from Ratting, and PVP combat
-->-->Salvaging waste found in all anomalies
-->-->Leaving Rogue Drones sites alone (though other negative effects will occur)
-->-->Shooting your garbage into another system (Preferably you enemy's) via a Infrastructure hub upgrade and POS module.

Tactics
Step 1--> Alliance A has a a very active trade hub that is populated with ratters and miners regularly VFK-IV. The effective security increases as the environmental sink can not cope with so much activity. Step 2 -->Alliance A decides to remedy this by installing a waste logistics module the infrastructure hub and install a garbage acceleration gate at a POS – (like a fragile Jump bridge module) Shooting it to an undesired system 0P-F3K to 4U90-Z. The index raises in this system boarding an enemy, Alliance B.
Step 3 --> Alliance A decides to try to promote conflict by shooting the trash into UMI-KK a known strong hold and market hub.
Step 4 --> Alliance B with in a couple of days see the effective security rating go from -.17 to +2.2 Seeing the asteroid belt quality, rate and military qualities worsen and seen a dramatic increase in Rogue drone activity, strength and intelligence.
Step 5 --> Realizing something is a miss Alliance B starts searching POS's with in 5 light years to see which one may have a POS garbage acceleration gate pointed at UMI-KK
(I can see the goons or test using this tactic often)

New Items:

POS Garbage Acceleration gate
-->Similar to a Jump bridge except:
-->--> it has only 250,000 shields,
-->-->uses 500 LO a day to shoot garbage into a desired system. This does not needs a partner to be in the target system.
-->--> The target system is chosen at on-lining. The Target system is then displayed in the description of the garbage acceleration gate.
-->--> The garbage acceleration gate is 1/4 the size of a regular acceleration gate and is a different colour.
-->-->Any Pilot attempting to “activate” the acceleration gate will have their ship destroyed and their damaged75%/Destroyed 25% pod in the target system, (Do not stick your head in the wood chipper)


Garbage Logistics Network

Similar to an Advance Logistics network but:
-->only needs level 1 Strategic Index
-->Only 1/4 of the prize, size and upkeep cost
--> Level 2,3,4,5 Garbage Logistics Networks can be installed but will increase in Price and size but will allow additional garbage acceleration gates to be installed.


Current Anomalies Additions
As the effective security index increases the anomalies not only become less valuable but (non fading over time) wrecks will start to appear in the anomalies. If a salvage ship salvages these wrecks gaining normal salvage loot the Security Index will be pushed lower from this action. All Anomalies, Radar, Mag, Ladar, Gravemetric, Complex, and worm hole entrances. Some times these wrecks will be cans contain compress ore or ice if the index is being raised by excessive mining or refining.

Additional Complexes.
As the security index is pushed up ward rogue drone hive complexes begin to appear.
-->These complexes will scale opposite to the security index in difficulty the bounties will remain the same as the original index.
-->Each active Hive drone complex left alone will pull the security index back to its original level.
Warning: Letting these indexes be will cause additional problems.
--> The AI will start becoming aware and upgrade to Incursion AI.
--> The rats will start being replace by Rogue drones and they will be everywhere, gate, station POS, Anomalies.
