Hi,

If i am sitting in a belt with my hulk in 0.8, and Concord is also in the belt, will they react instant when somebody attacks me.

And is it legal to shoot myself with a alt to get concord in my belt ?
so i have those extra few second to react and warp out when trouble there ?

To the first question: yes, with the caveat that Concord responding instantly may still not save you if you attacker frontloads hard enough.

To the second question: So far as I know, intentionally provoking a Concord response is legal, I get drunk and have frigate-vs-Concord wars all the time. However, intentionally manipulating Concord mechanics is sort of gray-area territory so unless you hear specifically from a CCP employee post I wouldn't rule out what you're doing specifically being ruled an exploit in the future.

yup both is legal, just don't "recycle" your alt that fires at you when his sec status drops low.

in a 0.8 system tho, concord will appear very fast and having them in belt should make no difference. in a 0.8 you usually use artillery for suiciding and only get of one shot regardlessly.

You'll basically want to keep local chat and directionnal scanner open.
A hulk takes ages to align, so if you wait for the boat to be on grid to begin aligning, you're toast.
Always keep the local chat window apart, squeeze it in a corner of your screen stretched for height and not width, so you can maximize the number of names showing, use condensed list too. If the system isn't very busy, select all names in the local, when a new one shows up, it'll be easy to spot and once you checked it, you can shift-click it so new ones are as easily spotted, or before you undock, run a little background checking (if you intend on mining in the same system), corporations/alliances, eve-kill, and whenever you see someone with a history of hulk kills, add him or his corp, to your watchlist with terrible standing.
Make sure your directionnal scanner is set to max range and 360° and it shows ships, don't use your overview to show asteroids. If you see a catalyst, thrasher, brutix, tornado (any other common boat for gank?), you can start aligning to a celestial, remember you only need to be a bit above 75% of your max speed to trigger warp.
Last but not least, be ready to lose your hulk, because the day someone really wants to pop you, they'll have the means to do it, no matter how much you tank it.
Your best bet regarding ganks, is to make enough ISK through ore extraction to afford the loss of the boat now and then, and stay aware, afk-hulk == lossmail. However, ganks don't happen in every systems daily.

Anyway, that's not specifically for miners, but these are small tips that might help you avaid some ganks.
EDIT: tl;dr... don't rely on concord to protect you.

I'll just add what I suppose many have already said: messing about with CONCORD is usually okay; escaping from CONCORD is most definitely not. CONCORD is designed to be inescapable by any 'legal' method, so the only way to get away from them is via an exploit or a similar abuse of game mechanics.
