Countering a neut

The best strategy is not to get neuted in the first place so, as several people already said, if you can keep you range (by being faster, using a web/scram etc) then you avoid the problem completely. However, if you do end up in neut/nos range then....

This. It does take a lot of skill but if you use a nosferatu correctly you will take away his cap while recovering some of your own. It doesn't really counter his neuting but it does mitigate the effects somewhat.

Ideally his ship would need to have more cap than yours for this to work well but if you're both in frigates then you both have very limited cap to start with so small differences will start to add up during the course of the fight.

Another way to look at it is to avoid using anything cap intensive.Somebody already mentioned capless weapons are best and if you can manouvere with AB instead of MWD you will use a lot less cap so an AB or DUAL PROP setup would be preferred. Also use a passive tank rather than an active one and ideally shield rather than armor as shields regenerate themselves.
