What's CCP's view on buying characters from 3rd party sites? Im thinking of buying an account since i feel the game would be more fun with more SP..

You can buy characters for ISK (through the character bazaar) but if you buy an account it will be banned as that's a EULA violation.

CCP always finds out because they are always watching Straight

You can use real money to buy PLEX from CCP and then sell those plex for isk to buy a character. That's the only way because CCP said so. Though if you want to spend real money that will be taken away by CCP because they can it's up to you.

This is your best advice, don't buy characters from ebay or other sites, besides it violating the EULA you could end up with a keylogger on your machine and lose more than just the account you purchased illegally.

Use real money to buy PLEX. Sell PLEX for isk. Buy toon. Legal.

If you buy a character and you dont know how to play the game all you will do is waste billions of isk getting ganked, scammed and destroyed pointlessly.

Plunder was being sarcastic if you didn't know.

Don't spend hundreds or thousands of dollars to play this game until you learn how to play it. Learn what a focused skillplan is, design one and stick to it. A fool and his money are soon parted. I think they invented that saying in EVE.
