If you're going to quote me, do it correctly instead of portraying it out of context.

First of all, yes it does greatly affect civilians. If you actually did use R&D Agents, you wouldn't be OK with these changes. Right now it takes a long time to earn enough research points for the little bit of ISK that is gained from market. The changes:

1 - Increasing the amount of Research Points needed for civilians to redeem Data Cores

2 - Charging civilians an ISK fee to redeem Data Cores

3 - Allowing Factional Warfare members to redeem Data Cores much faster and cheaper than civilians


These changes will allow FW members to control Data Core prices and availability in all regional markets basically shutting out civilian influence.
