border 0.3 systems are regularly camped, and there will not be a moon free that is capable of paying the fuel for a large tower with the goo. If its vaguely convenient for a reaction, it might have a reaction tower on it. if the goo is valuable there will be a faction deathstar there.

ie for a low profile ninja tower you'll be far enough away from highsec that the time spent fueling and removing the low value goo will make the tower ownership much like mission running in terms of hourly income because of the time spent servicing.
