Displayed Item Stats = SP Modified or not

So when I click show info on a given module, does the displayed fitting requirement reflect bonuses given from my skills? Additionally, do implants such as "-3% CPU need of modules" give me a -3% bonus to the base fitting value, or -3% from the modified number after my SPs are applied?

only when its fitted.
cant see it while in your cargo/hanger

When you simply click an item, no, the stats are the pure database stats.

When fitted to a ship, the stats are the actual effective ones (taking ship bonuses and character bonuses into account).

And the only way to know for sure what any "+X% to Squiggle" bonus does is to fit it, check the stats, and hope that the reported stats actually match what is going on on the server...

Or import your skills into Pyfa/EFT and check out the fit there. Fitting programs don't usually lie.

simple: if you want to see module click info (when its in cargo/hangar)
if you want to see module with stats (affected by your skills) open fitting window, hover over module and pres info; in space you can right click fited module
