The aim is to have a few friends with me flying the same thing with the intent to do some Null Sec based pirating. However, I was wondering if there are more preferred builds. Like, a dual prop version without web. Or, would an Enyo or Ishkur perform this role better?

Why double prop ?
Sig is already very good with MWD and good skills, and for that much PWD/cpu you can use some cap module if this is the problem; or am I missing something ?

well a taranis is a hull tanking ship, so any speed you can retain the better. MWD to close in, AB to hatch the egg.

Seems good to have a web though, if the aim is to catch things on gates and not just in belts. No?

A dual prop goes up to 1700ms with an ab, so you can still move fast while scrambled.
A mwd + web fit taranis does 525ms while tackled, so even if you web the dual prop it´s still faster and it will be able to get away, while a web fit will never get away.

Taranis is 350 dps at point blank. To project this dps onto the enemy, you must be close to him. Veeery close and still alive.

Shouldnt you put an offline salvager in the high slot? It's been a while since I looked, but I think it acts as a heat sink...

No module acts as a heat sink too, the most efficient kind. This has been established loads of times.

Very much Thx. I have been thoroughly testing every build that I could come up with on both tranquility and singularity. I did not realize how much tank a simple afterburner would give this little monster. I tested it on singularity all day Sunday, and it was either tanking or solo'ing every class of ship imaginable, like a boss. Without a doubt, this is the best Taranis.

Regarding using Ions and a Nos, a Nos seems to do nothing for the Taranis. For starters, It can run for 3 min with MWD on and is cap stable with the AB on. More importantly, I noted that the actual DPS that I was doing with Ions were disproportionally bad when compared to Neutrons. I contribute this to Ions lesser range combined with sub-1m optimal. It is almost impossible to orbit your target within that envelope, and so neutrons are a necessity

Dual prop neutron taranis is great in hostile null space. As you said the AB works wonders for you tank, and lets you prey on larger targets more easily. Also the mobility of the MWD helps for traveling roams in null to avoid bubbles/camps. In low sec however, AB/web/scram I find is generally more useful as it can still move quickly enough, and fares better against frigates that it can catch compared do the dual prop. The difference between mwd versus web is that web fitted relies more on getting a good warp in on your target while MWD fitted lets you chase and close in on targets better.
