A building that controls local for nullsec systems

I heard CCP was considering getting rid of local in nullsec, but I think to completely get rid of it would be a bad idea as it would make wormhole space less special/unique. So I propose that CCP creates a new Sovereignty building (lets call it a super scanner but I'm sure they'll think of a better name). Now what it would do is create a local network for that system and that system only so that players could see each other in local as they do now. Now here's how i think it should work.


Once this new building is deployed by an update in the game one will be created or 'spawned' in every system in nullsec (owned by some npc corporation like interbus or something) so that half of new eden doesn't go blind overnight (they keep their local). Then corporations that have sovereignty can destroy their interbus superscanner and put up a super scanner owned by their corp that will provide the local channel only to those players that are in their corp, alliance or even those who are blue to the corp (the owning corp should be able to customize who will be able to use local in their system according to whatever specs they can think of).

However CCP could set it up so that this building always gives everyone in the system a local channel to keep things fair. You could also just let all of nullsec go blind overnight to make nullsec more varied with lots of blind spots but such a change may surprise/annoy too many players off because it would change nullsec too quickly for players to successfully adapt to losing local. For instance it would become impossible to avoid getting ganked by a fleet of stealth bombers because you'd have no way of knowing they were there.

In summary I think the addition of this sovereignty building to Eve online would be a great addition because it's realistic and makes sense. Logically there must be something in star systems that scans constantly for capsuleers and broadcasts there identities. Right now local is just there, how? No one knows. I think it's about time it was explained.
