Installer fails, payload installer fails.

I can't, for the life of me, reinstall EVE. The installer gives an error and points me to the offline installer. I downloaded the exe and the payload files, but I still get the same error when trying to install.

I have turned off my firewall, ran all of it as administrator, ect. ect. ect.

Edit: saw that a new installer was released, downloaded it.

The problem I have now is it isn't recognizing the payload files.
