Pretty much, but before you wardec that corp, you drain your own corp wallet down to virtually nothing, so you can get all their isk while risking none of your own.

CEO's will just start keeping their corps money in their own wallet all the time, so no risk.
Dumb idea tbh, just looks like a hisec grief corps idea of how to make isk off fat indy corps at little or no risk.

This is the beauty of the idea. War dec active people will only have good reason to attack other war dec active people (because those who are active in their war decs cannot make such ISK withdrawls). So this basically means that the 'bad guys cowboys' will have more reason to wardec other cowboys.

griefing is overrated, and dumb. With this idea atleast, whenever a pirate corp war decs a industrial corp, and the indy corp wins, then the pirate corp would have lost what they had in their corp wallet. So this is what i would call justice and good balance

Except the indy corp will never undock during the war, use alts or couriers to transport materials, or just reform a new corp.

If they have a POS, use an NPC alt to haul stuff to ans from the POS while a corp member logs off at the POS in a covops. When they relog the warp back to the pos cloaked. Use jetcans to transfer items from the out of corp alt and the attacker can't do a damn thing about it.

This idea is almost as bad as your last one.

In my experience, people who are running around throwing out random wardecs on indy corps are not actually looking to fight skilled pvpers, rather they are looking for easy targets. Rather than dec the corp that just beat an indy corp, they will just go find another indy corp to wardec.

that is a good point. With this particular war dec idea though, I'de say that if a pvp active corp strictly focuses on picking on the helpless, they wont be able to do that for very long for several reasons, one of those is that pvp active people will always have more money in their wallets because after each war dec victory there is a stasis period for withdrawls, they become a juicy target, the hunter becomes hunted
