Possible fix to bounties

Alright, as far as i know right now Bounties are effectively broken, so it's pointless to bounty someone cuz they can just collect their own bounty, right?

My proposal is to use the Bounty placed on someone's head as a pool of money to draw from for payment.

Payment would then not be a flat amount (the full bounty) but a percentage of the bountied player's loss.

So for instance if someone had a 1mil bounty on their head it would be a pool of 10mil. Someone then kills their (for easy math) 10mil isk ship and the bounty percentage is 10%, the bounty hunter gets 1mil isk and the bounty goes down to 9mil.

Pretty simple system but i think it would work alot better than the current one. No pirate is going to run his own bounty down if he has to lose 9x more than he would gain.

Whaddya think?
