The majority of Eve did not bother to vote at all. The CSM machine lost any relevance it had once players who have the stated purpose of ruining the game became viable members. As with actual politics, you could hardly do worse than those who actually get elected. In fact, if you want a cross section of player based input from all facets of the game you could do a lot better with a simple database algorithm to randomly select the requisite number of members from the active ingame population based upon the percentage break down of total population activities for the last year, with automatic dismissal for accounts with bans in thier history.

Regardless, the majority doesn't vote in the CSM just like in real life because the majority of us are disenfranchised with the entire process and basically see it all as bullship. So in a way, the majority voted that the CSM as it currently exists is worthless to them and as such should be revamped.
