can i anchor a pos in a .4 standard like normal lowsec and nullsec or do i need faction standings and have to run starbase charters. thanks.

Standings are only needed for anchoring in .5 - .7 systems. Requires Charters too.

0.4 has none of the advantages of lowsec (can't moon mine or do reactions), and all the disadvantages (dreads).
