Question about the new ships skills

Could someone please help me clarify what is about to happen with the battlecruiser and destroyer skills?

In the dev blogg it says:

It says we will be reimbursed the skillpoints, but at the same time it seems as if we do not need to retrain the skills. That makes no sense what-so-ever to me.

How does it work? Do we all get the BC skills and DD skills refunded and then have to re-train any race specific skills we want to have? (the blogg said we should not need to retrain)

Or are we all given the skills we have for free for all four races? If so does one have to have trained minmatar cruisers to lvl4 to get the BC skill? (if this is the case it makes no sense to get the skillpoints refunded as they are effecteively quadrupled)

Can someone help explain it for me?

Probably we will be given the racial skills for free up to the level you have trained. Whether you will have to have the appropriate racial cruiser trained to receive the racial BC skill has not been determined (or at least, not publicly explained). As the devblog says, the plans aren't set in stone yet.

Thank you for the "tip" of the comments thread... I just... didnt know !

I am a bit angry with myself for not seeing this stuff earlier (RL being a *****) and a bit angry with CCP. I have been planning to crosstrain all races, but not for another year or so (got 11 M skillpoints). Now I am forced to spend the next month(s) chasing down BC5 (i hope I make it) and all racial cruisers to lvl 3 too! If I am really lucky I can get destroyers to lvl5 too, but I doubt it.

Saw a comment in the long thread about creating a new kind of "bitter-noobs", I agree. "Out of the blue" there are soon several millions more skillpoints for a new player to skill that older playres get for free.

BC4->5 is only 20 days with a full map, about 24 days with a balanced map. You can probably get cruisers 3 on all races in about a day or two, call it a week if you literally have nothing in the other 3 races.

If you don't have BC4, why do you care about this? You obviously aren't a big fan of BCs to begin with.

True, BC5 will take 20 days. I did plan to get it very soon though. I have finished amar cruisers lvl5 and gotten the tech2 pulses just recently and was just about to get started on the BC skills (did have it to 3), but was squeezing in some other smaller skills the last week. I would have gotten it within the next three months. Now I just hope I will get it in time (and the destroyer skill too) as I know I will want to have all races at lvl 5 eventually.

It is slightly messed up that I am forced to skill in a certain way the next month or I will miss out on 2-3 months worth of skill points. Especially as I only by luck happened to see that those changes are about to happen. If I had not found the time to look through the forums I would have missed it completely...and most likely gotten quite pissed with the changes.

i still dont really get it buyt im a noob. So if i trained destoyer to level 5 what happens when they change it????

This is so far undecided. CCP has revealed two possible solutions:
1. You will receive De V for all races, including races where you did not have the prerequisites to fly that races destroyer (racial Frigate III)
2. You will receive De V for all races where you have the prerequisites to fly the destroyer
I personally find the 2nd option the most likely.

Note that with De V you currently require Frig V in order to fly an interdictor. I would not be surprised if that requirement will be dropped so you will only need the generic skill Interdictor and the racial De V skill.
The ship bonus would then probably change as well, but that will have no effect since you need those skills at V anyway.
