Question on Worm holes and PI, So i have been exploring a few WH's wondered can i put down PI in a system which has someone elses customs offices or will i not be able to.
Aka if a player owned customs office is around the planet

If it has an Interbus customs office, you can, always. If it has a POCO, you can put your PI infrastructure down on the planet, but you may not (in fact, almost certainly not) be able to use the customs office. You can still launch cans from your command center.
