Do Rigs stack with Modules?

Hey guys. Im wondering if Rigs that increase Rate of Fire of weapons stack with Gyros or do they both share diminishing returns? Thank you.

Also, do Shield Recharge-oriented modules stack? It doesnt say anything about diminishings in their discription.

There are diminishing returns on Gyros and the rigs that have the same effect as gyros.

Shield recharge effects do not have diminishing returns.
