Just to be clear, there is no such thing as an "unrated DED site."

There are DED rated sites and unrated sites.


Actually, among the "unrated sites" the Fleet Staging Point and the Logistical Outpost are exceptions.

They are neither DED rated sites nor expeditions.

They do "escalate", they however do it for 100%, so it's not chance based. I'd say they are a third category.
Also, they do not escalate for 4 times, as regular expeditions do, nor they can spawn faction ships (afaik).

Escalating to these must be something new from CCP they didn't tell us.
Earlier, rally points escalated to DED6s only afaik. (Since there is no serpentis ded6 yet, serpentis rally points can't escalate to that.) CCP seem to have changed it and gave some extra anomaly escalations.
