I am pretty sure we mean either actual RL age (we care about your level of maturity more than the number of trips you took around the sun), or 1 year to 10 years in Eve, long as you have 10M sp.

Pretty sure I said this once before, but that 10M sp is about 8 months in-game. We want people who have support skills trained up, and have had plenty of time to gain basic pvp experience and know how to handle their ships.

That said, we have made exceptions...for example, if you only have 5M sp, but your killboard shows you've been out nearly every day trying your best to kill stuff, we'll take you over a 50M sp carebear who never left high-sec.

So, no, not hypocritical at all :)
