I was wondering, is there a way to tell what people are manufacturing in npc owned stations? From what I read, there really isn't any way besides asking or maybe by scanning the market for above average orders. Thanks in advance!

No way to tell but you can speculate what may be getting made in a station and by who based on sell orders in that station.

For example if someone has 1000 mining drone I's in a station there is a good chance the person manufactured them there, and simply put them on the market. Again this is just speculation and there is no way to know. But generally an item like that wouldn't generally sold in that high of a volume in 1 location other than laziness.

Sometimes people will also put up courier contracts to trade hubs from not trade hub-y stations, in particular if they make bulky items (ships and such). If they haul stuff themselves to wherever it is they sell, you can cargo scan their ships, too Big smile But that's kind of an obvious "I'm nosy" move.
