Your proposal is interesting and I wish you the best in pursuing it.

Please forgive my skepticism, but I'm not certain these statements would turn out to be true. Perhaps you are unaware that a week ago today GMVA participated in an unprovoked attack against IPI. While members of EL-G were not in the hostile fleet, pilots from eight other GMVA corporations were.

Diplomatic contact between our organizations following this incident resulted not only in refusal of reparations but also an indication that GMVA pilots would be likely to continue targeting IPI if given the opportunity. Previous incidents of harassment of our pilots by QCATS supports this. Our standings to GMVA are now set accordingly.

As such, I trust you can understand why I will not, at this time, recommend that any member of IPI should interact with your alliance. However, if GMVA is willing to revisit the matter we'd be open to further diplomatic contact.

In the meantime, while all efforts to promote economic stability and health across New Eden are to be applauded, the Intaki Prosperity Initiative will adhere to its mandate and focus activity within the Intaki sovereignty.

QCATS will always be open to joint operations with the ILF when both of our stated goals align on a particular matter. However, we disagree with ILF's stated goals and therefore ILF will remain neutral just as the ILF disagrees with our goals. You must understand that the ILF is a third party in our conflict with the Caldari where sometimes your goals align with ours and at other times your goals align with our enemies. Unfortunately this will result in combat between our alliances due to our ROE which allows for the engagement of neutrals within lowsec. I hope you do not perceive this to be open hostility, which it is not.

As far as the matter of commerce in Gallente sovereign space, I think our goals do align and we would be open to discuss matters. Should you wish to discuss this further, please contact me.

I believe it is a mistake of GMVA to project the politics of the ILF onto the wider IPI, which has much broader aspirations centred around trade and industry, and to use this as an after the fact reason behind the actions in Nisuwa a little over two weeks ago.

I believe the loss of the DAROK mining vessel to be little more than the result of pilot error on the part of the IPI and opportunistic aggression on the part of GMVA while on active operations and the enthusiasm of more trigger happy pilots to engage and destroy is perhaps to be expected while at war.

That's Intaki sovereign space, and the IPI is open to diplomatic discussions between our two groups moving forward.

Positive messages of support for current IPI efforts throughout the Intaki Sovereignty are to be welcomed from all quarters. I'd be encouraged further to see positive actions in support of trade and industry across the Viriette constellation and beyond to back those words.

Corporations such as Dupont Enterprises have illustrated that success can be enjoyed with solid effort and investment that is sorely lacking from some quarters.

I am aware that this address is a bit late in coming, but I wish to offer my congratulations, well-wishes and sincerest hopes of success and progress to the IPI. It is clear that I am not Intaki, nor do I reside in Intaki space, but I have been trying to study and understand the purpose behind the IPI and the ILF and I would be honored if a representative from the IPI could find the time to meet with me and answer a few questions in order to increase my understanding.

I am aware that the original agreement between the Intaki people and the Federation was for no military presence in Intaki space, an agreement that has been kept to the letter, even when there was evidence that such an agreement might require amending. It is my understanding that the lack of military presence originally caused an influx of pirate and criminal activity in and around Intaki space that has damaged the tranquility, security and prosperity of the Intaki. This was coupled with the fact that the Federation failed to respond appropriately to the distress of its people (the Intaki) and this has created a rift between the Intaki and the Federation.

It is my belief that an agreement such as the non-military agreement between the Intaki and the Federation should be upheld in the spirit of its creation, and that the letter of such an agreement should be considered in light of the intention. The Federation has a duty and a responsibility to offer aid to those within its society and citizenry and if such a duty were to be upheld with integrity and fervor, then such rifts could be avoided, furthering prosperity, unity and liberty for all parties involved.

Obviously I lack any authority to speak on behalf of the Federation, but as an individual, I would wish to do what I am able to ensure the continued prosperity and peace between our people and if I could speak with a representative of the IPI to that end, it would please me greatly.

I appreciate your time and consideration in advance.
