They could be purposly watergraving conditioned people into flying the ships turning anyone into a pernament capsulleer.

actually there are (Sansha) Nation Rebirth Facilities in incursions where they grow the capsuleers... I've helped in the taking down OF THE FLEETS SURROUNDING a few of them but have not destroyed one yet.
