Can do everything minus edit characters/walk around?

I've played EVE on and off since 07, i've never had any real issues with the game up until recently coming back, for some odd reason i'm able to fly, do missions, pvp, anything involving my ships works excellent. Problem is i'm not able to walk around stations and cant create new characters. I get this indefinite lag that prevents me from just about everything. Turned fraps on and my normal 25+ frames drops to 0-1 whenever i try, i've set all my setting to low(performance adjusted) and made it so the character details are minimum. Still unable to do these simple actions. Normally id assume its a hardware problem but creating a character back in the day was simple and not graphic intensive as this seems to be. Would love some input on potential remedies. Thanks (:

AMD Athlon II X2 dual core processor
NVIDIA GeForce 6150SE Graphics
4GB DDR3 Memory

That graphics chip is what is holding you back, not enough power for the character and WiS based stuff, you could try a driver update but I highly doubt that would do anything. Its not like the old days and is very graphics intensive now.

You're right, i just purchased a new one. From what i hear it should do the trick (:
