I like the basic idea, however there are some severe problems with this gate. "Different random location in target system" It just can't work that way. Stargates / Jump gates have to work in tandem. I refer to this piece of EVE lore - http://wiki.eveonline.com/en/wiki/Interstellar_travelling
Specifically the "Principles of Jump Gate Technology" Which explains in technical detail how the gate system work, and why there has to be two of them. One to send, the other to recieve. And vice versa.

Your gate here seems like a physical and rather cumbersome version of the Cynosural field. Which dont have a restriction on the ships it lets through, and that can be targetted specifically, even within the safe confines of a POS. Now, if we could modify your idea slightly, like the ability to build one and so forth, however, in Wormhole space. It could then be set up to connect to the closest normal system. Thereby keeping the lore of the gates intact. And opening for a little easier travel for Corps/alliances that dominate the specific WH. Although that would require another gate to be set up in the recieving system. Maybe limit this to 0.0 system.

Then again, considering that Wormhole space could be very far away, this may not be viable either.

Theres only one problem if linked to 0.0 space, there are WH Classes. So if you link a, say a C2 (which does not allow Battleships in through a WH entrance/exit), then the next thing you know theres Cap. ships in a C2 which would be overkill. If anything, have player corporations that have good or higher standings with a NPC corp rent or buy a Corp POPG linked to their selected WH. Also people, atleast add to the idea or say something to alter the idea... not just say "Its a horrible idea" or "This is a waste of time."
