You know this thread got him more votes, right? He is competing for the scammer/griefer vote, and by publicizing like this for him, you are showing them that he gets real tears out of carebears, even if you deny it yourself(once you set yourself up like this, any denial is seen as confirmation)

The more he scam, and the more people make threads like this, the more likely he is to get into the CSM, because there is a large block of voters who love his antics.
