Huge Waiting Times When Entering Systems

I'm having a strange issue when I enter systems via a Stargate.

The system background changes, but doesn't seem to load, yet my chat seems to work, as do various module activations (IE hardeners, cloaks). The delay I'm getting also varies wildly, sometimes being as short as 20 seconds, sometimes well over 20 minutes.

Most of the systems I'm having repeated problems with are sparsely populated, and the system seems to be quiet when it eventually gets round to loading.

Is this a de-sync issue, or is it a recognised server problem at the moment? Either way, its rendering my EVE experiance (of which I have only re-sub'd for a few days) seriously irritating, bordering on unplayable.
