Test Server Feedback

Hey, sorry for dumb question but how do i get onto the test server ?.
im doing it the old way but doesnt seem to work with the new launcher,

what im currently doing.
Copy "EVE" folder from "CCP" folder in C:/Program Files
Create "eve test" folder in C:/Program Files
Pasting EVE folder in "eve test" folder, then creating a shortcut with the .exe.
Then changing the target of the shortcut, to add " /server:singularity" at the end, minus the ""
But when i launch it and it says about the update, the launcher starts and finished stage 1/3 then fails,

the error im getting starts with
