Customs Offices - does alliance tax rate override standings tax rate or vice versa?

If a player customs office has:

Alliance Tax Rate 10%
Good Standing Tax Rate 15%

and the other alliance corps are set to Good standing (or an individual in the alliance is set to Good standing)

will they be taxed at 10% or 15%?

alliance "should" take precedence ... but ~CCP~
